There will another chance to view the Guide produced by Barkway Parish Council for use by residents in making objections and/or comments to NHDC in connection with their Local Plan. The Guide and other documentation will be on view in the Community Room on the Recreation Ground from 11am on Sunday 20th November. There will be a Parish Council presence during the day. Remember objections and comment must be submitted by 30th November - this will be an excellent chance to put together your response if you have not already done so.

Please read the Guide carefully and feel free to use the information provided on which to base your response. Remember comments must be received by 30th November. As you are aware NHDC has now published the Local Plan they wish to have considered. We have to comment by Wednesday 30th November. There are four elements that can be considered with respect to the local plan. In the opinion of Barkway Parish Council, the Local Plan has been Positively Prepared, Justified and Effective. However, the Local Plan must also be Consistent with National Policy: Your Parish Council believes that the proposed Local Plan contravenes both National Planning Policy as well as some of NHDC’s own policies, as shown below. The most contentious part, for Barkway is the allocation of a split-owned field, known as BK3, to support some 140 new houses. These, in addition to 33 new homes, agreed in principle, on nearby plots BKs 1&2. We believe that this many new houses clustered at the north of the village is disproportionate to the size of Barkway, which numbered 329 houses in 2011, and will pose serious traffic dangers. Due to a lack of local amenities each adult will need a car. It will also be separated from the rest of the village without clear access to it, which could lead to low integration of the residents within the rest of the community. To challenge BK3, it is necessary to highlight how NHDC is breaching national and local policies. The Parish Council will be publishing its arguments shortly. North Herts District Council Local Plan Proposed submission (October 2016) is now out for public consultation. This is the public’s only chance to comment upon the proposal to adopt 3 sites in Barkway, including BK3, (Rand’s and McIntyre’s fields). The Parish Council is reviewing the proposal and will formulate its response in the next few days. Once we have done so, we will inform the public of our response and what planning objections they can make and how. Please note, this is about the proposed Local Plan by NHDC and NOT the anticipated planning permission application for Rand’s Field being proposed by Strutt and Parker. That will require a separate response from the Council and members of the public. On Tuesday 4th October over 100 people attended the exhibition by Strutt & Parker, agents for Robert Rand, of their proposed planning application for some 100 houses to be built on their field, which is off the Royston Road opposite the former council houses. The exhibition was held in the Barkway Community Room. Barkway Parish Council is not responding formally to Strutt & Parker, but will await the Planning Application.
